Updated 9:30 The Coliseum Zoning
Update includes a breakdown of the land use.
"The approval allows for 5.4 million square feet of construction, including all building and parking structures.
Among the types of development permitted in the newly created zone are convention halls, hotels, retail, restaurants, offices, residential units, entertainment uses and a new or refurbished Coliseum."
An 11am press conference is scheduled for tomorrow.

Not sure this is anything new
Randi Marshall tweeted that this is the approval of the zoning presented last summer, which nixed the proposed LHP zone. It allowed for development but not enough for the LHP.

Yes, but last week
the idea was a coliseum, parking, a baseball stadium and nothing else. So this is decent news and may be enough to keep Wang afloat without moving the team…far more than the Coli only plan. Since many aren’t even aware of the scaled down zoning, this gives them some background. I personally wasn’t aware of what the zoning was post LHP.

This is just zoning
Could be but I think it’s just the confluence of completely unrelated processes. The zoning is merely saying that the uses is provides for are legal, nothing more. Given that this is county owned land, people were expecting an actual plan by the county to pursue the development of the land aside from the Coli, stadium, parking through an RFP.

but approval for the “densest zoning in Hempstead” is pretty good considering that some of Hempstead is pretty, ummm, dense. Wild ass speculation is good!. Wang may not even get the rights (or all of it), but you’d have to be an idiot to not want a piece of that area to build on now. If the town sells any of it, they just threw the price right up.

Which now makes me also think
that the idea is “You guys cover that coliseum, I’ll build up the area, and we’ll all live happily ever after”. Since taxpayers aren’t able to buy or develop the land.

I think the county has to take the lead through an RFP process because they need developers to develop it.

but the threat that we were all afraid of was “coliseum and ballpark only”. Now that may not be the case. And maybe the part of the problem I’m having here is confusing the two bureaucratic shit shows because neither one would move without the promise of something from the other (county/town and really, even Wang). It’s all very confusing, but this is lining up okay.
So if I was to read the situation, the referendum is to appropriate the funds for the coli. The surrounding land is open to development and zoned as such. Whoever buys said land and develops is okay to do so, however, the County will not be offering any monies to do that. But Wang kind of gets his way with having attractions and the ability to be one of those development players if he can afford it.
Does that sound right?

but I’m sort of reading it as that is the stuff that will go into the Coliseum (restaurants, retail, offices) and maybe a new hotel goes up.
I don’t think just because it’s zoned a certain way means he (or anyone) can build whatever he wants. Projects would still need to be approved, and the only ones approved are Coliseum and ballpark. My guess is it needs to be zoned as such for all the amenities in the Coliseum, but there is no approval for anyone to build anything beyond that.
Is that the case though? This is where I'm confused
Because this was also released “Wang given control of the 77 acres around the Coli”. If it’s zoned for this, and he has control of it, why would he need approval to build on it or parcel it out to bidders/builders/buyers? I think the “approval” had to do with the fact that nobody wanted to use the county funds to build up the area other than putting a coliseum up.

In theory, he could do as he pleases if it's his land
In practice, the town could delay or deny him the necessary permits, require environmental impact statements, claim that none of them are adequate, call press conferences to generally denounce the project, involve every NIMBY on Long Island… y’know, kind of like what already happened. Poor Charles must wonder why he has to please party apparatchiks as if America was China. Frankly, so do I.
We may be in the box, but you get the penalty.

Control
I think that means he gets the right to develop the lend. The county would retain ownership and the property would be leased to Wang (in fact the press release refers to a lease). His rights to develop would be limited by the lease terms.

That's what doesn't jibe for me -- the Newsday piece said the control was restricted to parking
But I guess, even if the land is zoned and developed (by someone else) for something, controlling the parking is a big deal, and leverage.
Why, oh why would they not want to build a parking garage? (Oh yeah…Hempstead…traffic…scaaaary.)

Parking garages are expensive and, unless the land is being used for something else, not yet necessary. Once the area gets more developed, Id bet it is then that parking structures will be built.
