In 1972, when the Islanders joined the N.H.L., the $4.5 million territorial fee they paid the Rangers gave them the right to occupy only Nassau County. But a 1986 amendment to the agreement allowed the Islanders to move to Queens and Brooklyn, and within Nassau and Suffolk counties.
According to The New York Times, the Isles would not owe the Rangers anything for a move to Queens.

I guess the only question is whether that amendment stipulates any sort of fee or financial consideration. (It’s not clear from that paragraph, though it was my understanding that there isn’t an extra fee.)

The ToH will issue a counterproposal to LH this summer
If Wang cannot accept it, he should start moving on Queens. Maybe he is already.
